The Citizens' Climate Council was adopted by the Stuttgart City Council in December 2021 and consists of 61 randomly selected citizens who have been working on recommendations to the City Council on climate protection in Stuttgart since March 2023. The Citizens' Council is independent of the city administration and politics and is intended to support the administration and politics in an advisory capacity on climate protection.

The body has addressed the question of what role the state capital plays in climate protection and what measures Stuttgart should take to help achieve the 1.5-degree target of the Paris Climate Agreement. The members of the Citizens' Council have now adopted 24 recommendations in this regard.

Our brief summary of these:

In the area of mobility, the recommendations address, among other things, the promotion of local public transport, walking and cycling. Costs and the availability of parking space are also key issues. There were very high approval ratings, for example, for the examination and support of freight and goods transport, including the switch to battery-powered electric vehicles. Almost unanimously, the Citizens' Climate Council adopted the recommendation that the city of Stuttgart examine and implement the establishment of so-called "microhubs" at intersections for switching between different forms of mobility. There was insufficient approval for the examination of the introduction of a city toll.

In the area of heat, the members of the Citizens' Council were largely in agreement. The recommendation that the city publish information on planned heat networks and heat centers early on after heat planning has been completed received particularly high approval ratings. In order to create low-threshold access to renovation measures, the Citizens' Climate Council also recommends the establishment of coordination offices for building renovations that analyze, advise and procure standardized materials per neighborhood.
